How do I fix a rusting galvanised steel trailer? - boat trailer repair ontario

I have a pendant made of galvanized steel for our boat, which has seen better days. I have to buy the odd thousand pounds to a new, so I must make some repairs. Most of the rust seems to be superficial, instead of eating the box beams.

Should I paint the excess rust with a wire brush, then with a hammer, or is there a color that resembles the zinc-coated bars allready? I first, then the first (and if so, how) or dining room used or rust that I'm better and try to build a new trailer for?

If someone plans to build boat trailers, or how much it would cost to put a full trailer. The trailer is about 12 meters long and about 5 feet wide?
